Transparency in Coverage

The Transparency in Coverage Final Rules (TiC Final Rules) require health insurers and Group Health Plans, including self-funded plans, to disclose pricing information on a public website. This includes:

• In-network provider rates for covered items and services
• Out-of-network allowed amounts and billed charges for covered items and services
• Negotiated rates and historical net prices for covered prescription drugs (pending further guidance)

These files are published as machine-readable files (MRFs) and are intended for compliance with federal regulations.

As of July 1, 2022, MRFs must be available on a publicly accessible site for plan years beginning on or after January 1, 2022. These files provide pricing data based on:

• In-network negotiated payment rates
• Historical out-of-network allowed amounts
