As Founder and CEO, Rachel Means leads with a hands-on approach, wearing every hat from visionary strategist to client relationship builder. Her passion lies in designing innovative health plan solutions that elevate the member experience while maximizing cost efficiency for employers. Rachel began her career at a publicly traded firm in Houston, climbing the corporate ladder before founding EBC in 2016. EBC’s success inspired the launch of Sage TPA—a response to the market’s need for a third-party administrator capable of managing progressive plans with excellence. 
Based in Tyler, Texas, Rachel is married to a fellow entrepreneur active in the restaurant and real estate industries. Together, they raise three boys: Caden, a junior at Texas A&M; William, and Harris, both students at Grace Community School. When she’s not working (which is rare), she enjoys... well, more work. 

As a Executive Vice President of Consulting and Relationship Manager at Sage TPA, Elaine Horton leads client relationships across Central, South, and North Texas with a focus on self-funded health benefit strategies. She works closely with employers to design and manage innovative, cost-effective plans that align with business objectives while supporting employee health and wellbeing. 
Elaine brings a unique cross-sector perspective, shaped by her experience in healthcare management consulting, academic medicine, and the medical device industry. Her ability to connect clinical, operational, and financial insights helps clients navigate complex challenges and make informed, data-driven decisions about their benefits programs. 
Outside of work, Elaine is married to a high school coach and is often found cheering from the sidelines or chasing after their two boys. She’s a proud Texas Longhorn—Hook ’em!—and embraces the beautiful chaos of life with humor, heart, and plenty of snacks. 

As VP of Operations, Karen Dalton brings energy, experience, and an all-hands-on-deck mentality to every aspect of her role. She leads the team in creating streamlined processes and efficiencies, with a strong focus on client satisfaction. Karen specializes in the implementation and onboarding of new clients and oversees the renewal process to ensure a seamless experience. With a career that began straight out of high school, she rose to VP of National Sales at a large MGU and later co-founded a national MGU in 2000. After 20 successful years, she sold the business and joined EBC in 2021 to help build and manage forward-thinking health plans. 
Karen lives in Haslet, TX with her husband and their beloved fur baby. She’s a self-proclaimed chaos enthusiast—whether she’s crafting gourmet meals or decorating just because, she finds joy in turning a big mess into something beautiful.

As Director of Advocacy, Hannah Usherwood leads our exceptional advocacy team, specializing in medical and pharmaceutical care navigation. She ensures patients receive the personalized support and guidance they need throughout every step of their healthcare journey. 
Hannah’s background is deeply rooted in patient care, with experience spanning biochemistry, nursing, and psychology. Her passion lies in making healthcare more transparent, less overwhelming, and centered around the unique needs of each individual. She is especially driven to simplify the complexities of care through clear pricing models and human-focused navigation. At the heart of her work is a belief that everyone deserves healthcare they can trust—and care that feels personal, not just clinical. 
Outside of work, Hannah is most often found with her family, in the garden, exploring new places, exercising, or getting lost in a great book. She brings curiosity, empathy, and purpose to everything she does—both in and out of the office. 

As Vice President of Network Operations, Kym Voyles brings deep expertise to the oversight of claims operations, ensuring teams are equipped to review, investigate, and negotiate complex claims with precision. She leads daily operations, supports vendor and client communications, reconciles funding processes, and proactively delivers solutions to address client concerns. Kym is a collaborative partner who works across teams to improve workflow efficiency and implement strategies that drive better outcomes for clients and members alike. 
With over 25 years of experience in healthcare, Kym has built a career rooted in managed care and self-funded health plans. Her background includes strategic contract negotiation, operational transformation, and the development of tailored network solutions that support long-term client success. 
Kym has lived in Mineola for 37 years with her husband. Outside of work, she enjoys planning family trips, game nights, and getting outdoors—whether hiking with her dog, paddleboarding, or playing pickleball. 

As Director of Marketing, People and Culture, Sidni Carruthers blends strategic communication with a people-first approach to shape both external engagement and internal culture. She creates and manages all client- and member-facing marketing materials, oversees the company website and Benefits Hero app, and collaborates with clients to improve member education—especially around underutilized zero-cost benefits. She also leads benefit guidebook development and provides creative direction for open enrollment communications. 
In her people and culture role, Sidni focuses on building an inclusive, high-performing workplace, aligning people strategies with business goals and championing the employee experience across the organization. 
Sidni brings a diverse background, having spent nearly a decade in higher education as an advisor, professor, and marketing professional before transitioning into utility communications. A native Texan, she enjoyed several years in Arkansas with her husband and now stays busy raising three active kids. In her free time, she loves reading, traveling, and exploring the outdoors.
